Regulations

  1. The Festival’s object is human rights. No further preliminaries on the film’s content, style or techniques apply. Films and videos may be submitted for selection by the filmmakers themselves, by producers, distributors or their legal representatives.
  2. Application for the Festival
    1. No entry fees are due for submitting films, videos or new media projects
    2. Film productions completed after January 1, 2009 are admissible to the festival.
    3. Only VHS or DVD copies will be accepted in order to process the application. The following screening formats will be accepted: Beta-cam SP, HDV, DVCAM, MINIDV, DVD.
    4. If the film’s original language is neither English or Albanian, the viewing copy should be at least subtitled in English. Otherwise the Dialogue List should be provided with the video.
    5. English subtitled versions of Albanian films are welcomed.
    6. A separate application form should be used for each film ( copies accepted ). The form must be completely filled in. The form, all the necessary documents and the viewing copy must be received by IHRFFA, by August 1, 2010.
  3. Please provide the following:
    1. A short outline of the story in English or Albanian.
    2. At least two different stills from the film.
    3. Director’s biography .
  4. Return of the preview VHS or DVD:
    1. Submitted tapes will not be returned to the entrants.
    2. IHRFFA keeps the videos for non-circulating reference in its archive.
    3. Those who request return of the videocassettes will be asked to cover postal expenses to the value of 10 €.
  5. Selection of the Film / Video Program.
    1. The festival’s Selection Committee makes the first selection of film video and new media works.
    2. Selection decisions made by the festival’s Selection Committee are final.
    3. Priority might be given to films that address topics chosen for the Festival.
    4. Priority might be given to Albanian, European or World Premieres.
    5. Priority might be given to works that are example of formal and technical innovation.
      If a film or video is selected, publicity material ( press books, posters, stills, etc) must have been received by IHRFFA organization by August 1, 2010.
  6. Authorization
    1. After a film/video’s selection in IHRFFA program, the festival has the right to:
    2. Use three minutes of documentary or feature film for broadcasting purposes on television.
    3. Use three minutes of a documentary or feature film for broadcasting on the internet.
    4. Use in the publicity material ( press books, posters, stills etc.) to promote the Festival.
  7. Transport of festivals prints and videos.
    1. The deadline for prints, videos and extra materials to arrive in Tirana is August 25, 2010. Works which arrive after this date will not be guaranteed inclusion in the Festival. All copies and prints must be sent to:

    2. In Addition, the sender will be asked to sent a dispatch note to the Festival via Airmail, Fax or E-mail, indicating the date of the shipment.
    3. A pro-forma-invoice for maximum 50 € (it must not be higher) should be enclosed in shipping per currier services from non-EU countries, stating the name of sender, the title of the film, its size, length number of reels and whether it is in color or black and white
  8. Important Dates
    1. Application Deadline: AUGUST 1, 2010
    2. Deadline for reception of preview video: AUGUST 1, 2010
    3. Deadline for Festival prints and copies: AUGUST 25, 2010
    4. Festival Opening: OCTOBER 5, 2010
